Administrative Services

Administrative Services has been temporarily relocated to the third floor of the Palmer Building at 123 5th St. SE in downtown Cedar Rapids.


The Administrative Services Department serves as a support service for other Linn County departments in the areas of:

 Telecommunications
 Purchasing
 Car Pool
 Mail
 Courier route


Administrative Services personnel also provides clerical support and receptionist services for the Board of Supervisors. The Director of Administrative Services is also the assistant to the Board of Supervisors attending all Board of Supervisors meetings, and is responsible for:


 Assistance on board projects
 Chair of the Technology Improvement Committee
 Manages telecommunications for county departments
 Coordinates county capital projects
 Lead public information official for Linn County Emergency Management in case of emergency events or activities at the Duane Arnold Nuclear Plant

Attorney

The Linn County Attorney, Harold L. Denton, is a constitutionally elected official. The County Attorney is charged with the prosecution of criminal violations as defined by the Code of Iowa. The County Attorney's Office is comprised of 16 Assistant Linn County attorneys and 13 support staff personnel and is divided into three divisions: Criminal, Juvenile and Civil.

Board of Supervisors

Due to flood damage at the Linn County Administrative Office Building at 930 1st St. SW, the Board of Supervisors has temporarily relocated to the third floor of the Palmer Building at 123 5th St. SE in downtown Cedar Rapids.

Linn County Administrative Services, a portion of the County Attorney’s Office, Finance and Budget, Human Resources and Risk Management are also located on the third floor of the Palmer Building.

The Board of Supervisors is the executive and legislative branch of county government. The three members of the Board of Supervisors are elected at large and serve overlapping 4-year terms.

Child Development Center

Linn County Child Development Center is a full-day early childhood program based in Cedar Rapids, Iowa, for children from 3 to 5 years of age. The center’s primary mission is to offer high quality child development service to families with low incomes and to children with special needs, so parents can hold employment or participate in college or job training.

Linn County Community Services – Core Services provides financial management, administrative and planning services for human service programs run by the County. Core Services also organizes and participates in many community human services activities and collaboratives.

County Conservation Board

Looking for LinnCountyParks.com?? You have arrived at our temporary location while the construction work on our ALL NEW website nears completion. There will be many new features to our new web presence - including the ability for you to research, reserve and complete your payment for our reservation facilities (lodges, cabins, shelters, etc.) in just one visit to our website! The Emergency Management Agency (EMA) coordinates emergency management programming for all residents and communities in Linn County, Iowa. The EMA addresses all risks that threaten the health, safety, and welfare of the community, including natural disasters, man-made or technological incidents, and civil actions.

Finance And Budget

The Finance and Budget department has been temporarily relocated to the third floor of the Palmer Building at 123 5th St. SE in downtown Cedar Rapids.


The Finance and Budget Department oversees the Linn County budgeting process, audit, and financial reporting. Finance and Budget also provides ongoing management services for the County. The Finance and Budget Department provides these services for the County:  Prepare annual operating budget  Report and analyze performance measures  Prepare Comprehensive Annual Financial Report  Facilitate external audit  Implement and review internal controls  Develop accounting policies and procedures  Advise the Board of Supervisors on financial issues  Prepare and administer financial aspects of Capital Improvement Plan  Analyze and issue debt  Coordinate installation of financial software applications

General Assistance

MISSION:  To provide temporary assistance to low income Linn County residents who are eligible for, or awaiting approval from Federal or State assistance programs according to Linn County Ordinance No. 2006 - 12 - 187.

Historic Preservation

The Linn County Historic Preservation Commission consists of nine volunteers who work to identify, preserve, and protect historic structures. Linn County is a Certified Local Government for Historic Preservation in the State of Iowa. The Linn County Historic Preservation Commission administers and monitors the Linn County Historic Preservation Grant Program.

Human Resources

Human Resources has been temporarily relocated to the third floor of the Palmer Building at 123 5th St. SE in downtown Cedar Rapids.


HR staff holds office hours at Westdale Mall on Tuesdays and Fridays; Tuesday - 8:00 a.m. to Noon; Friday - 1:00 p.m. to 5:00 p.m. on the mall's upper level across from Payless Shoes.



The Linn County Human Resources Department works to assure the citizens and employees of Linn County equitable and cost-effective employment practices that comply with the letter and spirit of federal and state laws and generally accepted employment practices.

Information Technology (IT)

The Linn County IT department has temporarily relocated to Westdale Mall in southwest Cedar Rapids..


The Information Technology (IT) department is responsible for the security, accessibility and support of Linn County’s computer systems and networks.   We support over 500 server, desktop and laptop computers.  It is our job to make sure other county departments have the resources needed to better serve you.

LIFTS

LIFTS provides safe door-to-door transportation for the elderly and disabled citizens in the metro area of Cedar Rapids, Marion, and Hiawatha. LIFTS also provides transportation to all Linn County residents outside the metro area.

Linn County Senior Assistance Program

The Linn County Senior Assistance Program has temporarily relocated to Westdale Mall in southwest Cedar Rapids.


Seniors (and their families) who need help don't always know where to turn.  Heritage Agency's Regional Senior Assitance Program is a system of professionals who work together to coordinate services that will help an elderly person to continue living on their own as long as possible.

MHDD-Mental Health And Developmental Disability Services

Linn County Mental Health and Developmental Disabilities Services has temporarily relocated to Westdale Mall in southwest Cedar Rapids.


Linn County Mental Health and Developmental Disabilities (MHDD) Services is the county agency responsible for managing services for people with mental retardation, mental illness, or developmental disabilities. This is done through the Central Point of Coordination office. The agency also provides direct services for people with disabilities through the following programs:




  • Service Coordination/ClientCounseling

  • Supervised Apartment Living

  • In-Home Services

  • Client Financial Services (Payee)

Options

Options of Linn County works with community businesses in providing employment services to adults with disabilities. Options is a publicly operated service provider within the Linn County Community Services department. Options serves over 350 people annually.

Purchasing Division

The Linn County Purchasing Division has temporarily relocated to Westdale Mall in southwest Cedar Rapids..


The Linn County Purchasing Division handles the procurement of goods and services for the county.  The goal of the Purchasing Division is to ensure that the county receives the best products and services at the lowest possible price.  The Purchasing Division is also responsible for the operation of the county's mailroom.

Recorder

The Linn County Recorder's Office has temporarily relocated to Westdale Mall in southwest Cedar Rapids..


The Linn County Recorder's office handles real estate records, birth, death and marriage records, as well as boat, snowmobile and all terrain vehicle registrations and titles.  In addition, the office sells hunting, fishing and trapping licenses, including deer and turkey tags.

Risk Management

Risk Management has been temporarily relocated to the third floor of the Palmer Building at 123 5th St. SE in downtown Cedar Rapids.

The Risk Management Department assists Linn County agencies in identifying, controlling, and minimizing loss exposures. The department also handles accident and liability claims involving Linn County owned property, striving to process citizen claims in a prompt, efficient and equitable manner. This department provides safety regulatory and training guidance for all Linn County government employees.

MISSION: To protect the lives and property of the citizens of this county by providing the best, most professional law enforcement attainable.



The Linn County Sheriff's Office is the second largest sheriff's office in Iowa. Our main responsibilities include law enforcement, civil processing, and to maintain a correctional facility. The Correctional Center had an average daily population of 389.5 prisoners in fiscal year 2005/2006. Over 14,000 prisoners are booked into the facility each year.


The Communications Center dispatches additional police agencies, fire departments, and ambulance services. Over 59,063 calls for service were dispatched in fiscal year 2005/2006.

The Linn County Sheriff's Office also provides a paramedic-level Rescue unit that assists with car accidents, fires, and medical calls to the residents of Linn County.

Soil Conservation

MISSION: The Linn County Soil Conservation Department's mission is to assist landowners, operators, and other entities of Linn County with soil and water conservation planning and implementation of conserving practices. The objectives are to reduce soil erosion, improve water quality and increase public awareness of natural resource concerns.

Treasurer

DUE TO FLOODING:
The Linn County Treasurer's Office has been temporarily relocated to Westdale Mall. Due to complications from the flood, property tax statements were mailed October 2. The last day to pay without late interest will be Friday, October 31. Property taxes can be paid online at www.IowaTaxAndTags.gov. 


The Linn County Treasurer provides the following services:



  • collects property tax for all real estate, mobile homes, utilities, and special assessments for all tax levying and tax certifying entities of the county

  • administers the Iowa Property Tax Credit Program

  • conducts the annual tax sale for the collection of delinquent taxes

  • processes vehicle transactions; issues titles, registration renewals, personalized and other special license plates, junking certificates, notes, and releases security interest as an agent of the State of Iowa

  • collects road use tax

  • processes credit and refunds of fees.  

  • financial administration, banking services, cash management and investments for the county

  • receives all money payable to the county, and acts as the central depository for all county offices and departments

It is our goal to provide friendly, quality and accurate information to our customers, the residents of Linn County, and to be prudent and responsible in managing the financial assets of Linn County.

Veteran Affairs

Linn County Veteran Affairs has temporarily relocated to Westdale Mall in southwest Cedar Rapids..


Linn County's VA-certified staff helps eligible veterans apply for compensation and pension programs to assist veterans and their dependents, including the following:
-Compensation for Service-Connected Disability/Death
-Non-Service-Connected Disability Pension
-Death Pension for Surviving Spouse and Dependent Children
-Aid and Attendance for Nursing Home and Housebound Veterans
-Appeals of Unfavorable VA Rulings
-Eligibility Verification Reports (EVR)
-Application for Iowa Veterans Home



The staff also assists with:
-Obtaining military records and awards.
-Distributing grave markers and flag holders for Linn County.
-Networking with Veteran's Administration Hospitals.
-Networking with other VA facilities and social service agencies.
-Family team meetings.


The veteran must have been discharged under honorable conditions and have served 90 days or more of Federal active duty service.

Youth Services

Youth Services provides a variety of services to youth and families in Linn County.    The primary sources of funding are Linn County tax dollars and money provided through purchase of service agreements with the Iowa Department of Human Services.  Youth Services is a division of the Linn County Community Services department.
